Do I need a license for temporary public space occupation to shoot in Lisboa?

The license for temporary public space occupation is required whenever you wish to film in public or municipal locations.

 

You don’t need a license if:

• You will not shoot for commercial purposes; for example news coverage, in the scope of the right to information, with a professional license, or to take a photograph for personal use only (family or travel photo);

• You are filming entirely on private property. For example, if you are filming inside a restaurant, you will not be filming outside of this restaurant and you will not book parking.

You need a license if:

• All other types of filming, including but not limited to: corporate videos, advertising, long and short fiction films, documentaries, television series and programs, academic projects, tv spots, web content and photography.

How do I submit a request to film in Lisboa?

What payment locations are available?

Payment can be done at  Iniciativa Lisboa, at the  Loja Lisboa - EntreCampos Treasury, or through an ATM reference.

What happens after I submit the request to film?

After submitting your request at  Iniciativa Lisboa, this service, in cooperation with the Lisboa Film Commission, will send the request to a single internal manager that articulates with the different entities (external and internal) in order to ease the process and ensure the compliance of licensing deadlines.

How long does it take to issue a filming license?

Three working days, not counting the day of delivery of the request and all the necessary documents, for analysis of the same. So, if you submit your request on a Monday (with all the necessary documents), you may start filming on Friday.

In a request for non-financial support (fees exemption), the decision period is longer - between 10 and 15 working days.

The license is picked up at  Iniciativa Lisboa, when the payment of fees is done. Alternatively, the applicant may request the license by  email, after sending proof of payment for that service.

Which places are not covered by the shooting license?

Beaches and private spaces are examples of locations that are not licensed by Lisboa City Council. See here information on emblematic locations in Lisboa.

In order to film in public space or in municipal equipment (markets, cemeteries, libraries, among others) you must present your request in  Iniciativa Lisboa.

I need to search for shooting locations. Where should I go?

You can contact the Lisboa Film Commission to assist in the search for locations, to inform on the possibility of filming in certain locations and to help in the choice of alternative locations.

What kind of insurance do I need to film in Lisboa?

Each production requesting a temporary occupation license for filming must have a civil liability insurance policy covering the risks of the activity. Insurance is one of the basic requirements to film in Lisboa.

Do I need to ask for police support?

Yes, if you have the following needs:

• reservation of parking and survey for technical vehicles;

• cleaning of filming location;

• temporary traffic cuts;

• complex filming, or shooting performed on vehicles in motion (it is the responsibility of the producer to request this monitoring directly from the Municipal Police or the Public Security Police).

Is it mandatory for the producers to send a letter to the citizens of the area where the filming will take place?

Yes, it is imperative that producers report as far in advance as possible to the surrounding community of the filming area of what will take place. For this purpose, a letter is sent to the citizens, indicating the days of filming and contacts for more information.

Producers may request support for filming?

Yes. For productions with cultural interest, may be considered the exemption from public space occupancy rates, promotion and disclosure in MUPI circuits (Information in Street Furniture) in the city, in the cultural agenda, premiere of the film at municipal equipment, authorization for filming in municipal spaces, logistical support, among others.

To this must be done an application for allocation of financial support through the delivery of the respective form and should specifically state the purposes for which they are intended to support. See  here more information on how to make this request.

If you wish to formalize a non-financial support request, you must deliver the respective form simultaneously with the request for filming / photo sessions at  balcão Iniciativa Lisboa.

What should I do to be able to shoot in municipal facilities?

To shoot in municipal facilities, such as markets, cemeteries, libraries, the Cold Greenhouse, among others, you must submit an application at  Balcão Iniciativa Lisboa.
