The powers of the Municipal Council and the Parish Councils

In an attempt to draw closer to citizens, Lisboa Municipal Council has delegated to some Parish Councils, via protocols, competencies for annual general cleaning and repairs in primary schools and nursery schools of the public network.

Annual general cleaning should include washing curtains, floors, walls, doors and windows (that also should be washed externally), lighting frames and all interior spaces within the schools. This service should included cleaning of all the facilities and furniture, together with application of wax on the floors, whenever this is necessary.

Small repairs including repairs of gates, doors, frames (including ironwork and locks), taps, cisterns; blinds, curtain rods, repair of broken windows and pavements, substitution of curtains, monitoring of roof coverings, with cleaning and occasional substitution of broken tiles, and unblocking of gutters and drainpipes and bathroom and toilet facilities.

The legal framework for transfer of powers to municipalities in the field of education is defined by the Law no. 169/99 of 18 September (as amended by Law no. 3-B/2010, April 28, by Law . 55-A/2010 of 31 December, and by Law no. 64-B/2011, 30 December).

 

The Decree-Law n. º 144/2008 of 28 July develops the legal framework for the transfer of powers to Municipalities in the field of education (as amended by Law no. 3-B/2010, April 28, by Law no. 55-A/2010 of 31 December, and by Law no. 64-B/2011, 30 December).
