I would like to hold an event in a public garden or green area of the city. What must I do to ask for permission from the City Hall of Lisboa?

The applicant must send a request to Divisão de Promoção e Divulgação Local, by e-mail to:    uct.espacopublico.rp@cm-lisboa.pt that describes the type of event, dates, place, area and equipment needed and contact information.

Yes. There are two picnic areas, one in Quinta das Conchas and the other in Quinta dos Lilases.

Who may visit Quinta Pedagógica and under which circumstances?

Everyone, individually or in group, during normal opening hours, free of charge.

Who are the activities at Quinta Pedagógica aimed at and what must I do to participate?

From Tuesday to Friday there are activities from "Programa Escola", aimed at organized groups, schools from the various levels of education, kindergartens, associations, Parish Councils, amongst others.

 

All activities are free of charge, requiring advanced booking, and they are aimed at children from the age of 3, with some exceptions. In where it concerns "Programa Escola", bookings shall be made per semester. For the "Programa Família", bookings shall de made from 9 am on the Monday prior to the date of the intended activity, by e-mail to: quinta-pedagogica@cm-lisboa.pt or by telephone 218 550 930.

Why are trees felled in the city’s forests, namely in Parque Florestal de Monsanto?


There are many reasons for felling a tree, of which we point out the following ones:

• For phitosanitary reasons, felling and removing dead trees, seeking thus to control the spreading of disease;

• To reduce instraspecific competition, namely in the Pine forests, removing dominated trees or those in risk of falling, reducing thereby high densities and allowing trees that are on the ground to grow better and be less susceptible to various types of diseases.

My neighbour has a tree in his yard whose branches hit the window of my house. Can I ask City Hall to prune the branches?

Once the tree is in a private area, the City Hall of Lisboa has no powers to intervene. We suggest you contact the owner for future interventions. 

If the tree poses risks to property or persons in public spaces, you should immediately contact  Regimento de Sapadores de Bombeiros.

Where can I report damages caused by the falling of a tree?

Any damages resulting from the falling of a tree may be reported to the City Hall of Lisboa through one of the following manners:

Does City Hall collect clippings and branches resulting from pruning my garden?

Yes, if the waste comes from cleaning and maintenance of gardens and plots in dwellings or private areas. 

The collection of green waste requires the use of specific equipment. This waste must therefore not be placed on public thoroughfares without prior appointment for its removal, except in those locations where there are pre-defined waste collection circuits.

Collection is carried out on an, by the parties, agreed upon time and date.

 

The service is free of charge and can be requested in the following manner:

Do I have to pay to visit Tapada das Necessidades?

No, admission is free.

When I walk through Parque Florestal de Monsanto I see several piles of wood. May I collect some for domestic consumption? Plants too?

No, picking plants or any kind of plant material in Lisboa’s green areas is prohibited. The wood you see in the park is the result of thinning and cleaning works that are always underway and that sometimes remain in place for some time before being removed or being incorporated into the soil. 

 

 

If you want to buy wood at low prices, you can do so at the Forestry Police (Polícia Florestal), on Cruz das Oliveiras (telephone: 213 615 116).

May I drive my car through forest paths?

The circulation of motorised vehicles in forest paths is only permitted to City Hall service vehicles, as well as the Forest Police, Municipal Police, Fire Brigade and all vehicles involved in ongoing works and also the maintenance crews from EDP or EPAL. 

 

All unauthorised vehicles incur in an offence, being subject to police intervention by the Forest and Municipal Police.

May I use my stove to make grilled foods in Parque Florestal de Monsanto?

No, because the installation and use of such equipment in Parque Florestal de Monsanto is subject to determinations resulting from the application of Decree-Law nr 124/2006 from 28th June with the alterations introduced by Decree-Law nr 17/2009 from 14th January, in conjunction with the technical specifications required in Ordinance nr 1140/2006, from 25th October and given that Parque Florestal de Monsanto is considered a critical area, as stated in Decree-Law nr 1056/2004, from 19th  august

 

Parque Florestal de Monsanto is for this reason equipped with several grills that may be used freely, except during the critical period of forest fires (set annually through ordinance, corresponding normally  from July to September) or when the fire risk index is very high or at its maximum level.

When I go to recreational parks (e.g. Parque da Serafina) with my children, may bring my pet?

The entry of animals is prohibited, in all recreational parks, for reasons of hygiene and security both for children and their chaperones. Prohibiting the entry of animal is only to safeguard the users of the parks.

May I go for walks in recreational parks (e.g. Alvito) with my child on his bicycle with training wheels?

No you may not. City Hall has prohibited the circulation of bicycles and non-motorized vehicles inside recreational parks. 

 

This prohibition results from complaints that bicycles, and the non-motorized vehicles, show no respect to pedestrians and placing therefore the physical integrity of children and their chaperones at risk. 

 

Prohibiting these types of vehicles is only to safeguard the visitors to the parks.

How do I file a complaint about noise from a commercial establishment?

Monitoring compliance with the legal limits established by the Regulamento Geral do Ruído is the sole responsibility of the entity responsible for licensing or authorising the activity in question, without loss to the powers of the Inspeção Geral do Ambiente e Ordenamento do Território. In practical terms and in regards to the Municipality of Lisboa, the complaint should be submitted to City Hall, and through the following means:

What should I do if my neighbour is making too much noise?

If there are no doubts that it concerns noise from the neighbourhood, you must request the presence of the local police authorities. If it concerns some camouflaged commercial activity, you can request the presence of the named police authority or even file a complaint with City Hall of Lisboa through the following means:
