LOW EMISSION ZONES

After implementation of the first phase of the Low Emissions Zone (ZER) in 4 July 2011 (deliberation no. 247/2001, published in the 3rd supplement of the Municipal bulletin no. 900, of 19 May 2011), and honouring the commitments made in 2008 (protocol signed with the CCDR-LVT) and by the Portuguese State (Implementation Programme for the Air Quality Improvement Plan, 2009), in the Council meeting of 29 February 2012, enlargement of the area assigned to the ZER was approved, as well as an increase to the environmental requirements and reduction of the number of exceptions, implemented from 1 April 2012 onwards (deliberation no. 105/2012, published in the 3rd supplement of the municipal bulletin no. 941 / 2012, of 1 March 2012).

The second phase involves enlargement of the area, thereby establishing two zones with circulation restrictions * (on working days from 7 am to 9 pm): 

Zone 1 (axis Av. Liberdade / Baixa neighbourhood) - restriction on the circulation of vehicles that fail to comply with the EURO 2 emission standards (cars manufactured before Jan. 1996 and heavy duty vehicles manufactured before Oct.1996);

Zone 2 - restriction on the circulation of vehicles that fail to comply with the EURO 1 emission standards (vehicles manufactured before Jan.1992).

* Exceptions admitted: emergency vehicles, special vehicles and of persons of reduced mobility; historic vehicles; Zone 2 - residents in Lisboa; Zone 1 - residents of Zone 1
